Costs being under control depend on starting game conditions but generally about 50% (+/- 10% roughly) of economy spent on maintenance on turn one is fine if you are appropriately aggressive with colonization and economic activities in the very early game.Дefault tech setup for Hiver as followed- Plasma Cannon, Red Laser, Green Laser, Green Beamer, UV Laser, Particle Beam, Fusion, Fusion Warhead, Gauss Cannons, Mass Driver, Heavy Driver, Terraforming Bacteria, Polysilicate Alloy, FTL Broadband, FTL Administration,Д¬ruiser Construction, Combat Drones, Amplified Gates, and 4 base tree techs- Torpedoes, Directed Energy, Wild Talents and Cyborg Command Systems. About the only time this makes any sense is if you simply can't bring costs under control on turn 1 due to start conditions or if an initial starting system looks significantly more attractive as a base for production with a fairly low amount of work. Loosing that initial naval station is a significant loss of production capacity and thus your ability to react (Key as Hiver), this also leaves your home world open to random attacks. Regarding scuttling the initial naval station - While this may seem to be a great idea on turn one, this tends to be a fairly bad idea in the end, especially if your focus is on economy and colonization. Hivers must be aggressive with actually scuttling ships and maybe the initial station on a 50% economic efficiency game though simply dissolving starting fleets and making very minimal purpose built fleets is sufficient at 100% economic efficiency in most cases.

Ships located in reserve cost 1/3rd maintenance.ДЄdditionally each system will have a deployed gate to start with, these costing full active ship maintenance. This increases their fleet maintenance significantly and it's recommended to move all currently unused ships into the reserve to help boost the economy in the early phases of the game. In addition to the usual starting fleets, Hivers start with two gate fleets consisting of 1 CnC cruiser, 2 supply cruisers, 2 armor cruisers and 2 gate ships each.
